Abstract
The royal history of Iraq from 1921 to 1958 witnessed several revolutions, uprisings, and coups that changed the course of the political process, as a result of which several ministries resigned and others were formed. Most successive governments followed a strict policy in which they used military force against their opponents, and sometimes issued laws and decrees aimed at limiting the activity of the monarchy. The opposition also worked to restrict newspapers and magazines, prevented the publication of others, and refused to establish some political parties. Some ministries were not satisfied with these measures, but rather proceeded to issue a law preventing harmful propaganda, according to which they decided to exile some prominent political figures, which generated a state of political instability. This law was implemented at a critical stage in Iraq's modern history, and its implementation had a clear impact on the political level. In addition to its incompatibility with the provisions of the Iraqi Basic Law, as the ruling on those included in the law was not issued by an authority authorized to issue penalties.
